[Using Sakai] Assignment resubmission sakai 2.9.x

I found this Jira:

https://jira.sakaiproject.org/browse/SAK-25990 , which is fairly recent, 
and in the description points to still yet more Jiras.

My sense is that this behavior within Assignments needs a bit of a 
redesign, or at least a design review. It seems to cause quite a bit of 
confusion.
