[Using Sakai] Assignment resubmission sakai 2.9.x

Yes- we've encountered this in 2.8.1; our workaround is to extend the
Accept Until Date into the future which will reopen the assignment for
everyone, but it will allow the student(s) in question submit their work.
Some of the feedback we've received on this from faculty is that their not
too fond of the fact that it will reopen the assignment for everyone else.
