[Using Sakai] Sakai 10 new feature : Site info > Page Order: disable a tool

Quite some time ago I did a lot of testing with Page Order locked/disabled,
but it was done in 2.9.

My results are in https://jira.sakaiproject.org/browse/SAK-23194

It shows what I tested and may help with the testing of Sakai 10.
