[Using Sakai] Assignment resubmission sakai 2.9.x

+1 for a design review of Assignments "allow resubmit" and "accept until"
behavior (https://jira.sakaiproject.org/browse/SAK-25990).

The key issue seems to be providing an extension of "accept until" for a
particular user. There's no explicit functionality for this, and instead it
happens by default when you allow resubmission for a student who has
already submitted.

One possible solution might be to change the "allow resubmission" function
in the grading UI to a simpler, more inclusive "allow submission." The
settings displayed could then be applied in several scenarios: allow
resubmission for those who already hit their submission limit, either
before or after "accept until" date; or, provide an extension of "allow
until" for all users, regardless of whether they submitted already.
