Thanks Matthew - that's useful.
I see that we (Cambridge) originally started this train of thought back in 2008 with https://jira.sakaiproject.org/browse/SAK-12800 - so maybe that should be a boomerang instead of a train!

Email archive is not group aware. This was an old feature request that nobody put any resources into working on.

Group awareness would fulfil the requirement, and naturally the individual users' notification settings should take precedence, but having a way of targeting certain users would be useful in some scenarios.
