Buenas Ibru, aqui tienes la respuesta:

1. Grab the latest from
https://source.sakaiproject.org/appbuilder/update/plugins/
2. Shut down Eclipse. 
3. Drop that jar into eclipse/plugins/
4. Restart Eclipse.
5. When creating a new project you'll get the option for a Sakai App
project.
