[samigo-team] Blocker: SAM-2074: verified but is it ready for merging?

Hi Anthony,

I think it is hard to perform functional test because in nightly db we
don't know how to reproduce this Auto Submit crash. So what Neal's test
insures the Auto Submit works fine in normal case. And also the fix looks
safe, I think we can merge the fix to 2.9. I will work on it.
