[samigo-team] Settings: Score of Zero for Non-Submission

Hi Roger,

Thanks for your insights. I will add the ability to set the score for 
non-submissions to the proposed re-work of the Settings page, so that 
instructors can specify the value as they're setting up the assessment. 
I think we should still keep this capability on the Total Scores page in 
the event someone wants to change the value as they are adjusting scores 
and not force them to go to Settings page to do so.
