[sakai2-tcc] Proposal: eliminate all indies, re-version trunk to CLE 4.0

I'd like to add the new syllabus changes as well... if you haven't seen it
yet, go to a trunk QA server.  Looks like a new tool and has inline editing
(very 4.0ish)
