[sakai2-tcc] TCC - Lots of Calendar invites

Hi TCC [actual members, not email group subscribers],

I've sent you invites for the first, second, third, and fourth Wednesdays of the month, repeating 12 months. The fourth Wednesday is 8 am Eastern instead of 10 am Eastern. That is intentional. I also sent you an invite for Jan 31 because that is a fifth Wednesday of the month, but I would like it as a placeholder in case it is needed for 2.9.1 .
