[sakai2-tcc] Draft announcement for Release Candidate 01

I've been a little slack on release notes, gathering small pieces of information, but not yet putting them together. Margaret Wagner can help, but she needs some direction and content, neither of which I've provided much of to-date.

If there are key technical things we should tell the community, please let me know what those are. I remember the 2.8.0 -> 2.8.1 MySql issue  - https://jira.sakaiproject.org/browse/SAK-21305 and there is this one - https://jira.sakaiproject.org/browse/SAK-15597  , and there is this one - https://jira.sakaiproject.org/browse/KNL-640  .     Should we include all three of these Jiras in the email? Summaries of the issues?  Any other technical notes?
