[sakai2-tcc] Draft announcement for Release Candidate 01

I think it looks good. I don't think skinning changes need to be
re-mentioned. I would link to the 2.9 release notes page and maybe see if
anyone wants to help fill in details there.

Specifically I'd be interested in:
Any updates around database support
  - I'm pretty sure it works under Mysql 5.5
  - I know for sure trunk does because I'm running trunk locally (forced to
by Ubuntu 12.04) without problem. I believe I had to use
*   hibernate.dialect=org.hibernate.dialect.MySQL5InnoDBDialect*
   rather than the docs that mention the older
   *hibernate.dialect=org.hibernate.dialect.MySQLInnoDBDialect*

Would for sure be good to verify those. Instructions. Also clean up
anything with Tomcat 7 since that's going to be a lot of questions I think:
Why won't Sakai startup with tomcat 7 (you need to edit catalina.properties
read the guide). Maybe some shell script or something would be useful?

We also (as the release team) need to go through all properties
and permissions added in 2.9 and add them to this page. Searching for that
checkbox finds a lot of them, and there's no way to do a filter by fix
version unless you put in each one individually. (
