[sakai2-tcc] direct urls (including short urls) to tools in the portal

Sounds fine to me.

I would maybe adjust the name of this prop as well then to make it
more clear it is associated with the other one.
"shortenedurl.portal.enabled" seems like it would affect all the URLs
in the portal.
