[sakai2-tcc] Sakai 2.8 and 2.7 update to the community

Considering we don't have 2.9 yet, I think we need to keep pushing out 2.8 releases. Especially considering the large chunk of the graph that we saw in the update sessions at the conference were people planning to upgrade to 2.8.

I am happy to do it if people can keep on top of merges, the release process is sorted, though I'd expect that the CLECC person, whenever they appear, will be managing this process
