[sakai2-tcc] Sakai 2.8 and 2.7 update to the community

I am going to send a brief update to the community about 2.8 (current
is 2.8.2 and probably not another 2.8 release for awhile) and 2.7 (end
of live when 2.9 is released which will be soon).
I am thinking short and sweet.
Any suggested wording or comments?
