[sakai2-tcc] Sakai 2.8 and 2.7 update to the community

I'm cool with saying we will do releases of 2.8 as needed. I just
don't want people to get the impression there will be a bunch of them
if there is only going to be like 1.
I agree with you that 2.8 is easily becoming the main release shortly
(if not already).
