[sakai2-tcc] licensing question

John and I had a discussion about licensing at the Sakai conference.  He 
feels that Sakai (especially) is very lax concerning licensing.  There 
is a lot to be done there.

Regarding the Maven plugin, I think Kuali does something similar.
