[sakai2-tcc] licensing question

John Lewis is very active in the licensing for Jasig, and I think, Sakai.

MIT is fine, as long as the copyright and permission notice is retained. This is something we really should audit across the whole code base. Jasig has a Maven plugin to ensure everything is in place, including the NOTICE file, and doesn't allow releases unless it all passes.
