[sakai2-tcc] Roster2 replacing Roster Classique

I don't know of a Jira but would summarize it as this:

1) Profile2 needs to distinguish between an official and and a user 
selected picture
2) In roster a user needs to be able to choose to see official id photos 
or user uploaded ones
3) access to to official photos needs to be permission controlled in roster
