That's a good summary.    At IU the official photo ID's are stored on the file server in a particular directory.    Only users (instructors) with the roster.viewofficialphoto have the option to see those photos.

I don't know of a Jira but would summarize it as this:

1) Profile2 needs to distinguish between an official and and a user selected picture
2) In roster a user needs to be able to choose to see official id photos or user uploaded ones
3) access to to official photos needs to be permission controlled in roster
