[sakai2-tcc] Revised individual Sakai CLA process

That sounds reasonable. clickwrap and browse-wrap have generally been just
as enforceable. You just have to have some way of verifying that the user
actually did read (or minimally was given a chance to read) the entire
agreement and keep some record of that agreement being read and agreed to.
I think more of this would be someone doing the work to convert this to a
web based form somewhere with some administrative way of verifying consent
than determining if it would be legally enforceable. Maybe some type of
Drupal module (like form builder) on the main sakaiproject page. Not sure
if our webmaster contract would include this type of work?
