[sakai2-tcc] Revised individual Sakai CLA process

One of these things I will exploring, in my capacity of License Steward 
for the Kuali Foundation, is the idea of "opt-in" licensing.  Similar to 
the way EULA notices are posted on some sites (MMO games, for example), 
the user is offered the opportunity to review the license, and then 
press Yes or No. A yes indicates acceptance of the license.

The general feeling is that if this works for Electronic Arts or 
Blizzard, it should work for Sakai, JASIG, Kuali, etc.  I have not run 
this by the lawyers yet, but I'll share the results here when I do.
