[sakai2-tcc] Revised individual Sakai CLA process

FYI,
We've had people that had concerns about their digital signatures floating around out in email and wanted alternatives such as a secure upload/download option. But perhaps fax/mail would have been satisfactory for them.

Interestingly, I went through this process for Sakai recently when it was discovered that I (somehow) had never signed an ICLA. Anthony was still handling it at the time. Fortunately, I am able to scan a signed document and mail it.

FYI: Concentra accepts fax / snailmail ICLAs and CCLAs for Jasig at this point as part of its administrative support. They then scan those in and post the resulting PDFs into a private area in Jasig Confluence that is managed by the Jasig Licensing group. Since most are sent in via email as scanned docs, it's a pretty minimal load.

Electronic submission is certainly fine, but there may be folks out
there who are unable to give e-signatures or scan sign documents to
PDF.

As I mentioned on a call earlier today, the Foundation's
administrative support is now handled by Concentra. I think they
should be able to accept CLAs and CCLAs that arrive by FAX and snail
mail for us (where are invoices sent?), but we need to ask Ian
Dolphin.
