[sakai2-tcc] Getting rid of master as a submodule.

I disagree. Having a corporate POM file (which is what master/pom.xml
is) is a typical practice in maven and one that the maven team uses
for it's own purposes AND also recommends. Not to mention that a
number of contrib projects rely on the master POM directly so getting
rid of it would break them.
