[sakai2-tcc] JASIG unconference info

While I'm sure there would be interest in Sakai developer and
administrative training, I'm also not sure about the timing. I'm also don't
think there's much relevance of Jasig information to the majority of Sakai
developers. Jasig+Sakai isn't a done deal yet either (AFIAK, no vote yet),
so this also seems premature to be added into an unofficial conference.

I'd agree it would be good to poll the community for interest, and perhaps
we could somehow arrange dev/admin/support days somewhere in the next few
months when it's convenient, but not necessarily tied to this event. I know
at Longsight we've been talking about an event like this, but it feels like
it would be a 2-3 day thing. We have a ton of topics that aren' covered any
more at the conferences and doing it for one school at a time isn't very
efficient. (In depth technical development, administration and support
topics)

I also agree with Dr. Chuck that it would be great if the TCC could meet
more than once a year, but it is a decently expensive to get us all
together and it seems even pretty rare even half of us can make
a synchronous phone call. Yesterday afternoon during the TCC meet with
CLECC it was just Neal and myself talking. :)
