[sakai2-tcc] JASIG unconference info

I would be inclined to put it out there and say exactly that, plans are not finalized but is there interest in a developer get-together in January at Arizona State? If it stimulates any discussion and looks like there might be interest, then we (me ?) could maybe set up a wiki and/or Google Hangout or some other types of follow up to see if we can get more discussion going and identify the needs behind this. Even if it didn't result in a get together in January at ASU, it might surface a desire to plan some other event or tack it onto another conference at another time, or its own thing.  

In other words, I don't see a downside to starting the discussion.
