[sakai2-tcc] Update: sakai-2.7.2 tagged

I've tagged the sakai-2.7.2 maintenance release, generated the demo, bin and src tar/zip archives and stocked the Maven2 repo with release artifacts.  I've also updated the release notes except for adding links to Jira tickets addressed by this release.  I recommend that the tag and each tar/zip artifact be tested by at least one TCC member (call out what you are checking).  In addition, I encourage TCC members to review the release documentation.  Assuming tag and artifact testing finds no glitches I propose that the TCC approve this release for public consumption.
