I prefer 1.   It is simple statement of the truth and gets us to release.

We can figure out what to do for 2.9 in June at the F2F in LA or even in July.   This is not a big deal and there is no up side in annoying IBM when we don't know which way they will go.   And any kind of deadline/threat/TCC proclamation will have either no impact or negative impact.
