[sakai2-tcc] We need a blog tool for Sakai 2.9

I would also suggest that the need to pick a winner may be illusory. If we had a nice place to list candidate/contrib tools and a nice way to include them in your installation, blogs (which, by my impression, are important but very lightly used) could be an optional feature with a couple of choices based on your needs.

We've been running away from decent package/feature/configuration management for years and it has caused significant pain and numerous concessions. It may be time to give it a proper treatment.
