[sakai2-tcc] TCC Voting ends Tomorrow!

Thanks Megan,

At Michigan we disabled the "Search Library resources" even though we still
support adding Citations from Google Scholar or RIS format. However the
plugin was no longer appearing in production. But button was appearing in
one of our test instances but it was broken when I clicked on it, since we
no longer have this type of search enabled at our institution.

I agree that it would be nice if it integrated with the other systems
(especially google scholar) but since the current one doesn't, much less is
lost.
