[sakai2-tcc] [Building Sakai] Sakai Trunk and Maven 3

Thanks Matthew!

I was following this and am happy someone decided to take a look at it. This
became a bigger deal with OSX decided to make Maven 3 their default version
of Maven. While it's easy to downgrade/switch, it's usually something people
have questions about. I'm also hopeful MNG-624 will be fixed someday. ;)

I think that when/if it gets merged back, before being committed, some
verification needs to be done to ensure that it the artifacts created and
deployed (in a -Ppack-demo style archive) are identical in both of the 2.8.x
and 2.7.x releases. I was hoping to have time to look at it this week, and
I'll see what else I'm working on locally. I think this is something that is
more important though for 2.9 and it would also be *nice* if we could figure
out the issues around Sakai deployment in Tomcat 6 for 2.9.

Like you said, we couldn't introduce any new features if we merged this
back, but if we decided to not merge it back, then we could could just be
forward thinking and introduce new (breaking) changes. This would be
something the TCC would need to decide on. It might be easier to just leave
it in 2.9, as I *think* most people just build off of the numbered releases
anyway which would still require Maven 2 unless this is made a blocker for
2.7.2/2.8.1.
