I agree. The September "continuation" question is, I think, closely tied 
to demonstrating our ability to complete the list items (which I think 
we have done).

Whether the TCC is effective in a larger undertaking (the 2.8 cycle) and 
on a more sustained basis requires "more data." And to get that data, we 
need to continue our work.
