[sakai2-tcc] Administrator 'My Workspace'

TL;DR = My Workspace should be the same My Workspace for
everyone, Administration Workspace should have Admin tools.

While they may 'appear' to be the same site, they really are different
sites. The My workspace site (~admin) is (or should be) a personal My
Workspace site created for the username admin. The Administration Workspace
(!admin) is a special site where people added to it become administrators on
the system.

I think it would be a waste of time to code around the special case of the
user name (admin) in the demo case as every person who is an administrator
(in the !admin site) will have a My Workspace. A possibly better question to
ask is why are all of those admin tools getting populated into the (~admin)
My Workspace to begin with and why aren't others? It seems like "Online,
Memory, Job Scheduler and Become User" shouldn't be there. It's missing some
tools like profile and schedule. I don't have a 2.5 to compare it to. It
seems like this should match the My Workspace of every regular user.
