[sakai2-tcc] 2.6.3 update: regenerated release artifacts

I've regenerated the 2.6.3 release artifacts.  Matt is testing the zips in a Java 1.5 environment.

I tested the tag and the artifact tars (bin, demo, src) in a Java 6 environment, bin and src against an empty .m2/repository/org/sakaiproject.  All build and start up in Tomcat successfully. Demo requires using start-sakai-java6.sh/bat if running in 1.6 JVM (the scripts are bundled up with the demo).

My env:

Mac OSX 10.6.4
Java 6
Tomcat 5.5.30
MySQL 5.1
