[sakai2-tcc] Sakai Jira 4.1.2: test instance

Specific to the negative part of you answer to my suggestion, Beth. How 
do you currently query with a JIRA filter the list of i18n issues in a 
specific component of Sakai? This is the thing I want to solve with 
this. If you've got a better solution, please tell me.
