[sakai2-tcc] Sakai Jira 4.1.2: test instance

I would agree with Megan's desire for a overall review of JIRA  
workflow than piecemeal additions (which have come and gone in the  
past). One thing I've always wanted to see in JIRA is a _real_  
priority field (as opposed to the current priority which is really  
severity).

Specific to Jean-Francois' suggestions, though, I like the checkbox  
for translations, but think that the internationalization component  
serves better to determine if the issue describes an I18N bug fix.
