[sakai2-tcc] VOTE on 2.8 timeline (SHORTENED period)

It was my impression that most of the TCC thought that a string freeze at code freeze wasn't realistic but maybe I am mistaken.  


Here's is a compromise: 
* String Freeze - stays as Nov 5. Changes are less and less frequent up to this date.   
* Help Doc - Move to Nov 5 to match String Freeze
* Translations merges done 2011-01-25 (Matches tagging date) 


What do you think?  We need to have this schedule set and circulated ASAP.

NP, can write something down.

String Freeze at Code Freeze 2010-09-21. We can accept fixes through RM 
supervision this time with notification to the i18n/L10n list.

Default help documentation due 2010-11-05 (Code Freeze + 45 days).

Translations merges done 2011-01-28 (release - 30 days, back 2 days to 
Friday). Availability of translations for merge may need planning 
depending on resources for merging translations.
