[sakai2-tcc] VOTE on 2.8 timeline (SHORTENED period)

I think this late String Freeze will go wrong and do not understand how 
you can end help doc at the same time as the string freeze.

Upgrading my -1 to 0 with those changes in order not to get the process 
stuck even if I'm not confident with it.
