[Using Sakai] Instructor submission after accept-until date

Thanks for opening the Jira! That's one of the most important steps.

I see the Jira id is:

Anyone who would like to "vote" or make comments on the issue feel free to
do so.

While voting does not guarantee if or when an issue will be resolved
(because we are a volunteer community), it can spur interest in an issue
and hopefully catch the attention of either a developer, a commercial
affiliate, or an institution that shares that concern and can provide
resources to get it fixed.

Opening a Jira is a HUGELY important step because it is our prime way of
communicating around a specific issue, so thanks again.
