[Using Sakai] Sakai 10 new feature : Site info > Page Order: disable a tool

They have two distinct functionalities. The lightbulb is used to hide the
tool, but allows users to still access it. This was introduced for Lessons
where, for example, an instructor would want to use the forums tool inside
the lessons tool but not have the forums tool show up on the left hand
menu. The padlock replaced the old lightbulb's functionality where it hides
and disables the tool for users.
