[Using Sakai] Mail-list - odd-character mappings?

Why is it that even simple characters like quotes and hyphens:
        Thanks - we are running 2.9-snapshot.
         I used the entity picker, and the link is in the "Site Info" display on the home page.

Get converted into placeholders in the mail-list:
      Content-Type: text/plain; charset="utf-8"
