[Using Sakai] Course-relative URLs

Gregory,

Links in Site Info should be updated.  I know there were a few missed areas
of importing that didn't get included in 2.9 but was fixed in 10.  I would
test this in the 10.x QA [1] server and see if it has been fixed.  If not,
let me know.
