[Using Sakai] Syllabus Tool - Published by default?

We recently upgraded to the new Syllabus Tool and we're having a heck of a
time trying to educate people that they need to publish each syllabus item
after creating it since that is out of keeping with all other
posing/creation processes on the site.  Right now they essentially need to
double-publish the syllabus items since people generally add their syllabi
before the class site on a whole is published anyway.

Is there any way to set the default state of created Syllabus items to
"published" and then people can unpublish them if for some reason they're
adding an item after the entire site has been published?
