[Using Sakai] Hierarchical and automatic course reporting?

I've asked this before but never gotten much response, so will try again.

We want to have two systems of reporting for all courses in Sakai; one for institutional academic QC of courses and delivery, and the other for student participation.

The first would include various measures like assignments submitted, forum participation, and faculty metrics like forum responses, response times, and other various possible measures. Then we can send out reports to both faculty and students on their levels of participation and support in courses, and also then aggregate these for departmental reports, and then Dean level reports over all courses, faculty, etc.

The other is a simpler but important metric, which is that Federal Financial aid requires monitoring of student "participation" in a course, parallel to the on-campus attendance monitoring requirements. I'd like to have some automatic system what would monitor this requirement, and send automated alerts to faculty, students, and the DE office for any student not meeting this requirement, and Federal Regulations also require tracking the last date of such participation.

We are in-process or creating such tools ourselves, but I wonder how other schools, particularly large schools, implement such rote but mandated monitoring requirements using Sakai. I would presume that people have built tools and systems for this?

I know that LongSight has added some additional reports to Sakai that summarize data which can be used for purposes like this, but again I think it is a manual system which provides charts of data, and is only in their custom version as an add-on
