It would be nice if such services also recognized the human-readable names (alias) for sites, instead of just the internal 32-character hex ids, although I don’t know how easy that change would be.
Typically our administrators (and users) do know the site alias names, and those are easier to work with.

Yep
/direct/assignment/site/siteid.format gives you a list of assignments for the site. That's for trunk and was part of project Keitai. Search jira and there is a commit or two you can pull back to other versions. The URL API is documented in that jira too.

You can use entity broker to get a URL directly to an assignment. /direct/assignments/id
Note that it opens without the portal surround.
