[Using Sakai] Site Info -> Page Order -> Hide, Disable

I'm able to reproduce the problem with Forums, and have written this up as a separate sub-task under your JIRA. I think it would be helpful if you can create additional sub-tasks for each specific tool that you think is misbehaving - they are likely separate problems that need to be addressed in the code for the separate tools.
