[Using Sakai] online chat site-wide?

Dear All

We seem to  have strange  occurrence with our SAKAI instance whereby the
chat tool is available site-wide...i.e. one can chat to  anyone logged
on to the system hence this obviously poses a security risk if students
are engaged in assessments .I suspect that  this must do with some
setting that hasn't been properly enabled. Can anyone please advise?

Surely  the online chat tool should be course specific ?
