[Using Sakai] [Building Sakai] neo-default skin and "more sites" behavior

I would look at this patch to see if this improves things (or not). It
changes some of the javascript for moving around the more sites, and
enables a property *portal.moresites.alwaysdisplay*so you can always see
the more sites. This is in the latest 2.9.x and the soon to be released b07.
