[Using Sakai] forums permissions

oh silly me, forums has its own permissions.  Thats what you get for just
searching for calls to:

SecurityService.unlock

So I guess I'm asking the wrong question.  Maybe all that is needed is a new
perm for Viewing Statistics then.
