[Using Sakai] forums permissions

It doesn't appear forums has any of its own permissions, it just relies on
site.upd.  Are there any existing jira's about maybe splitting this out into
some unique perms?  I have a use case, where someone wants to give access to
statistics, but not to other administrative features management features,
and currently there is no way to do that.
